Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced the launch of new immigration pilots for home care workers, set to open on March 31, 2025. These programs, collectively referred to as Canada’s Home Care Worker Immigration Pilots, will replace previous caregiver permanent residence (PR) pathways that recently expired.

Permanent Residence Upon Arrival

Under these new pilots, eligible home care workers will be able to obtain permanent residence upon arrival, streamlining the immigration process for qualified professionals in this field.

Who Is Eligible?

To qualify for these enhanced care worker pilots, applicants must:
✅ Have a Canadian Language Benchmark (CLB) level 4 or equivalent in English or French.
✅ Hold the equivalent of a Canadian high school diploma.
✅ Have recent and relevant work experience in home care.
✅ Secure a full-time job offer in the home care sector.

Further details and eligibility criteria are expected to be announced by IRCC in the coming months.

Background and Immigration Levels

The new pilots replace previous programs, including the Home Child Care Provider Pilot and Home Support Worker Pilot, which closed on June 17, 2024. Over the years, Canada has introduced various caregiver immigration pathways, with the latest initiative falling under the Federal Economic Pilots category.

Under Canada’s 2025-2027 Immigration Levels Plan, IRCC has allocated 10,920 new immigrant admissions through Federal Economic Pilots, which include caregiver programs, the Agri-Food Pilot, Community Immigration Pilots, and the Economic Mobility Pathways Pilot.

These new caregiver pathways aim to support Canada’s aging population and families in need of home care services while offering qualified foreign workers a streamlined PR process.
